Now my question, I played the same players and formation for both matches. So is the rating more of a reflection of how my players played rather than there abilities?

week 2 your defenders were not challenged enough.
In week 3 they had to work a little more.

I think the rating system for this game is beyond goofy.
Too many examples to even bother typing in, but watching my games the ratings make zero practical sense whatsoever, imo.

When I use ratings, I look for the range.
I pick a game that my opponent won and another one that he (or she) lost. Then I have an idea on what I might face.
The shooting and defending ratings are the easiest to understand. The higher your passing ratings the greater the number of through balls that your strikers will get.

Well, the shooting rating seems to make the most sense, the defending the least to me.
I'll have a game where my defenders dominate the other team's forwards, hold them to 2 shots, yet get a rating of poor or weak...when fact is they locked the other team down.
And don't even get me started on the game scores (individual values). I've had strikers score 4 goals in a match and score under 30...

I guess all I'm saying is (and I'm pretty new here) I just go by what I see, not what the game tells me.
although I still get advice from my mentor on actual strategy and positioning..fortunately its just fine tuning me at this point in time.

You are in C-League so a "weak" defense will shot down many bots and newbies, especially if you went through the mentor program.

Yeah, I've noticed this. In my mind, this is the main flaw of the individual rating system.
It's not performance based, its individual skill based... actual performance barely relevant.
