For some time now, the region has been assigned randomly, it's a bug and they haven't fixed it, only admins can change it, you would have to write to one of them

I've actually asked this of a couple of long time players. Smart guys whose brains I pick to learn new things and expand my own knowledge.

They all said it's random. I'm inclined to believe them from the limited time I've been back. Those roofs are expensive, but attendance certainty is great.
