It's just luck. I probably have just about the worst of any active manager of my time with the game around...

I've not heard mention of any changes to the population process.

Untill now I've been pretty lucky with my youth school!

Don't keep anyone that's not gonna come out at LEAST solid, if not very good.

You can have as many as you can affort.
It is recommended to have 6 free spaces before every finance update, because up to 6 juniors can show up...

so every single week add another six if you can afford it? (then reject them if they are poor?)

yes. i have 27 in my school right now.

most you can have is 30.

I keep 5 free spots for my Junior team, because i barely had 6 juniors joining in the past,and still i don't have 5 new juniors every week!!!

this week i had 4, kept one, last week i had 1, fired, week before i had 3, 2 fired.
