Subject: Really bad or bug?

I have a youth who joined my youth team at Adequate 29 weeks. He is now at Adequate, 11 weeks. Is he really that poor at learning. Or is he stuck?

Yes I have a youth coach, sheesh. And I have quite a few youths who have pregressed well. This guy is just fascinatingly bad. I have to keep him to see if he pops at all.
