Whats the lowest level of coach I could have and still have a productive Junior school.

I guess that depends on your definition of "productive". Each additional level is a small increase in how many weeks it will take for a youth to pop.
Excellent will be ok, especially if you have players with a long time until they promote, but you want to have it as high as you can afford.

I've got outstanding at B, but once I settle in and am stable in A league I'll be looking for brilliant.

How did you acquire your coach, recruit or bid? How much did he cost and what is his weekly wage?

your best bet is to try the coaching recruiter, because for junior coach all that maters is his overall rating.
Same with assistants, for that matter. The coaching 'market' is really expensive. In many cases, with a little luck, you can pull the right coach for what you need in about 1/3 the price using the recruiting tool intelligently.

If I want to recruit an Outstanding coach for junior school, do I just set everything to Outstanding in the recruiter tool (which will cost almost $10k?

to get a junor or assistant coach with outstanding, set everything to outstanding EXCEPT KEEPER. Keep keeper about 3 levels below it (ie very good) because keepers trainers have much higher wage.
Also, consider if there's a skill you need to have a trainer to train - ie if you're a striker trainer and your normal head coach is unearthly in pace and striker, but only bril in tech, consider trying to get this outstanding to be unearthly in tech so you can swap him in for head coach on weeks where you want to train tech.
If i recall, you can get a good wage for outstanding around 16K, best way to see that is looking on trainer transfer list (even if you don't buy, you can see wages).
Incredibles go around 21K wage.

Oh, you get one offer per recruiting. You can reject or accept (don't just leave on team without an assignment or you'll still pay).
I had great luck with pulling coaches till this last time for my new incredible coach, took me 250K in pulls for that one. Previously i always found what i wanted for about 4-5 pulls.

Guac, what would you recommend for some of the newer C-league teams to use as a wage for the junior coach? Can they afford $10k/week?
I think that depends more on how long they have played. A C-league team that has been around a couple seasons should be able to afford a better youth coach, than a new team. especially if that have had any success as they gain supporters fast.
My answer would be 10k for a new team (exc coach)and an older team may want to jump up to 16-18k range for an outstanding.

It is like buying a house. Spend more than you think you can afford, and grow into it.
Anyone with less than, say, 1200 sponsors with any kind of weekly profit is really not doing themselves justice.
