I started in B-League and never saw C-league action so you are right.

my biggest concern with a low-tech striker is they can't really field passes or one-time stuff. So they're ok if they dribble a bit, or can still get to the ball if it bounces off them.
However, that being said, there's a LOT more room in the c-league's defense, so tech < pace < striker for a c-leaguer...

don't forget his pace is slowed down extremely when he does get the ball. my best striker was like that once, and after just a couple weeks of training tech, there was a noticeable difference. He didn't get the tech training until B-league, though, so that striker might get the job done.
I think he's a good buy - mostly because he's a fresh pull. He might make some quick pops.
I would not hold on to him long. Get him to excellent striking and sell. Hope his pace trickle pops in that time.
