Very likely he was incredible compared by his skillpoints with the old YS system.

1 of 6 outstanding juniors I had had as much skillpoints and 3 of 3 incredible had same amount of skillpoints.

Someone in germany did collect quite some data on juniors. He did prove that a certain amount of skillpoints including stamina do suggest a certain lvl, distribution doesnt matter at all.

His results also fit with my own data regarding juniors.
