Tactical discipline is like team experience. A player has to play to get it. If he doesn't play a certain week he might drop in the discipline. When you watch your match do you ever notice one of your players out of formation?
He has low discipline

Tactical discipline is a combination of the players experience and your main coaches level.
ahem
Tactical Discipline (TD) is comprised of two parts, Experience and Team Work.
Experience is gained from playing games, the more games played, the higher Experience gets. If he plays games in the NT then his experience will grow faster.
Team Work is improved by having a good coach. The max level of team work that can be achieved is Head Coach Level +1 (so if you have a Formidable head coach, the highest Team Work your players can get is.. Formidable +1 = Outstanding)
The amount shown as Tactical Discipline is the average of Experience and Team Work
example: incredible (13) experience and magical (15) team work gives brilliant (14) TD.
[(13 + 15) ÷ 2 = 14]
divine (17) experience and very good (9) team work gives incredible (13) TD.
[(17 + 9) ÷ 2 = 13]
Hope that explains it =]

I'm sorry to break it to you, but Jokinen is a weirdo.
I'm not 100% on that aspect though.

Maybe there is also some decimals; coach level and +0,9 - 1,6 for example.
But let's just say he is a weirdo, cos I hate when people starts talking about those decimals =)
