This is complicated since you didn't explain the context. I will try my best.

dear:
formal : 'Mein Herr' if you talk and don't know his name.
In a letter: 'Lieber' followed by the name
Non formal: 'Hallo' followed the name or 'Hallo mein Freund'
My friend: 'Mein Freund'

Do you want to separate it? In german it belongs more or less together depending who you are talking or writing to.
Neutral (formal) = 'Mit freundlichem Gruss', not so formal 'Mit freundschaftlichem Gruss'
to a guy (?). I can't think of anything special for a guy
try something like: 'Bis Bald' That's polite, I would use it for a friend
