As for Mr. Arlert, he's selling his prized defenders, and switching to striker training. There is a revamp of coaching structure in place (assistant upgrade from around 10 to 12, Main Coach to hopefully a good level as well, and youth coach from 14 to 15.)

Is the sublevel coaches (main, assistants, and youth) relevant for training?

For assistants it is just the general level that matters

But do the sublevels of the general level count? Do all assistants with general level of 14 ("brilliant") increase training speed by the same percentage?

Likewise, do all main coaches with 16 in pace train the players in that skill with precisely the same amount?

Assistants with high level give more opportunites to get pop in others skills than major which is choose. The is some procentage diffrerence in training speed between level 14 and 16.
The major coach must have the highest level of paramter wich you want to train.

It's hard to demonstrate if sublevels are taken into account, but if they are when calculating the salary, they should also when training

We are heading to cup finals. We were able to assemble a team in record time mixing cheap and expensive players. We were able to win 4-2 in extra time to a very difficult team.
