I'm sure it's not as bad as you say. This is why I kept track and did lots of end of season stats, so that recency bias didn't come into play.
We aren't even at the end of the season yet, and assuming the best players were all selected, the current team is on par with the team I had for all of the seasons from season 60-67.
Going on this seasons first 4 rounds (which is how I tabulated it), there were only 2 seasons (68 and 69), maybe a 3rd (66) but it was close, that was stronger than the current team. Every other season was weaker than the current team

Looking at the graph, I note this was up to season 69, so I have since updated the graph to get to where we are now.
I will mention, when looking through the matches, the few 57's we got, were all in the last round of the season, and almost all top ratings were in the last 1-2 rounds, which often had a big jump compared to the rest of the season.
Generally looking back, Australia U21 rated around the 50-53, with the odd match that seemed to be an out of the ordinary jump in rating to get a higher maximum rating
One interesting thing to note was that when I was coach, the "initial rating" seemed to peak every 2nd season (from 66 to 72, no real trend prior to this). As I know this wasn't due to team selections, it is likely it was due to the strength of the opposition we were playing (as often you can rate higher when playing a stronger team, and make a tactic that works to the teams strengths). This seemed to coincide with U21 world cup seasons (not WCQ) but interestingly, the past 4 seasons, this has not been the case, and the peak was actually during a WCQ season.
