there is a group and a fanpage for sokker on facebook, but of course, you'll only find them when you look for 'sokker' and who will look for soKKer ...
In belgium we think the name is the main reason for the low number of subscribers.
Besides, it's not popular on google either. If you google for 'online soccer manager' you'll find it on page 2 (dutch translation even only on page 4).
So both are things we as users cant change. So all we can try is the good old verbal promotion and spamming other games and forums. :)
