I want to go one step further but it's ok if you decide this is not a good idea.
After your approval this will be the situation:
invest of 1000 --> min of 105 --> max of 170 --> mean of 138
invest of 2000 --> min of 120--> max of 170 --> mean of 145
invest of 3000--> min of 135--> max of 170 --> mean of 153
where mean = average
The chance of getting a player with 170 (or close) is still very slim and if we are lucky to get some high limits on a few skills (which is very plausible) we all want our potential good player reach the max on 2 or 3 skills. Herefore he needs a good start with a TSP high enough or he will never reach it. Luck will always play its part so not every investment will be worth his money.
Without wanting to create 'monsters' like Mitaka had nicely stated, I do want the max a bit higher for the superinvestments of 1000, 2000 and 3000 (the normal investments are fin imo).
Mitaka has a better total overview of the impact of this so imo he still can use his veto.
This is my proposal:
Option 1:

invest of 2000 --> min of 120--> max of 174--> mean of 147
invest of 3000--> min of 135--> max of 176--> mean of 156

possiamo dire a bassa voce che sta mossa del cavallo (che, preciso, ho imparato a sfruttare pure io) è uno pseudo bug, nel senso che difensori e soprattutto il portiere, pur con 20 in vel, si muovono lentissimi e non sanno reagire?
From today, your scouts will search young talents as well. They search only for good young prospects, they ignore weak and ordinary guys. There is 1% probability for finding 16 years old prospects and 3% for 17 aged.
