His talent of 2 is in pace, yes that is possible in the lower levels.

A lot of people exploit the confusion - deliberately or not - between youth pop speed and training pops. They shout talent=3 implying high youth talent when they actually refer to low passing pops on a 17 year old which is awful

I think even with weak pm and passing he'll go for 1.5m, whther it would be enough to buy Bissett is unknown, but you would stand a chance imo.
