23, but i can't remember if that's inclusive or not.

I thought so, but then reading the rules it made me query it.

By my understanding of that(which isn't a lot!) the player has to be 24, before we stop paying the fee.

Yep, 23 or under means inclusive, so they must be 24.

This was a grey area because some rules had it written differently, but i think that's right.
