You can do what some of us do in Israel when we bid for the same player..
For example you make a bid , a foreign manager bids over you , than estebans can bid , a foreign manager over bids him , than you can bid , and so on....

I agree, and we could make an agreement that local managers bids only over foreign managers. Ok, make an exception and in this case everyone can bid over local managers as much as he can afford :)

Its mostly on local potentials , since in this cases the goal is the same to all of us , make our potentials the best...
But of course you can make this agreement on every player..
