Start a bidwar in the last minute is a smart tactics. You can follow bidwars and decide if you can afford to bid. A friend of mine complains that he never wins a bidwar to a player he wants. When asked how is he bidding, he replies that places a bid when finds a player and then hopes he will buy it. Was hard to explain that you should follow till the end of the bidwar :)

Yes , but most of the times i use it when i have the mood for it , couse it can take a long time and a lot of nervs.. (I once had a bidwar this way for about 50 minutes...)

And if you place the bid 10 seconds to the end for example , it will show you that there is one minute left , but the bid will end in 2 minutes...
I believe it has some psychological efect in the bidwar , but it can go both ways... you can make the other guy angry and he wont quite , or you can make him leave the player because he had enough..
