When a junior comes to youth academy, the highest level possible was good or solid? Is it always without sublevel?

The highest level is good , about sublevel , you never know , he can come as good and pop after one week to solid..

I know that sublevel can be very high on other levels, but wasn't sure about good. A junior of mine popped from good to solid only at 4th week, I decided that his talent could be 4 :)

In the past some users told that they had solid juniors comes in their youth academy , honestly i don't know if is true or not , but i talk about speech of 1 or 2 years ago , now i never read that a solid junior comes in a youth team , maybe it is a mith , a legend...
