Just to be clear I think the following skills are used:

Pace - determines maximum running speed with and without the ball
Technique - limits the maximum running speed with the ball
Playmaker - Decision making speed. This includes the "sprint forward with the ball" decision.

So if you keep pace the same:
High tech + low PM = High dribble speed, but takes a while to actually decide to run.
Low tech + high PM = decides to run quickly, but lower dribbling pace.

The top combination in particular causes you problems as the decision making time resets every time the player is tackled, so even though you might have high pace and tech, they still end up being tackled repeatedly instead of regathering the ball and sprinting forward.

To be clear I am talking low PM as being under 5 (average). Even 4-5 isn't too bad, but under that the decision making time is very noticeable.

for me PM is also important for faster decision to shoot or pass or run.

Yes,low impact on performance,but i see for example players more slower when it's rain
