Hi. It's about a lot of luck. Some players are almost always in a high form, other players not.

An example: I have bought Habin Séne ,he was 19 year old. He was always in a low form until this season and now with the age of 28 he is first time in high form.

Henri Korr is always in a high form,since 10 seasons.

Bad news mostly the form is a random. But one thing you can do.

I have a squad with 46 players if you see them. I bought a lot of player with lower form. Those player never play only buy them for the form balance.
For example here is this player.
I bought him with low form and some other bad player with low for too.

The sokker system decide some bad form player's form starting pop up. If you are lucky your important players' form will come up, if you unlucky "your for balanced player" will pop up.

If Larrainzar skills would reach the level 6-7 form I would kicked him out of the squad and I would buy another bad player with tragic form.

You can do it with the the same way.
