Subject: Who will promote?

I'm the 2nd position
Will i promote?
I look through the rules, but i can't understand it.
It said that 25% will promote without an extra match, but why the champion of my league need to play playoff?

25% of the first placed teams promote directly, and the rest play playoffs with the teams placed 5-7 in the upper divisions

1. geniuskiller 14 9 4 1 27-7 31
2. Bengal Fly 14 7 6 1 23-10 27
3. Zunyi Shenhua 14 6 5 3 23-18 23

But i find that geniuskiller had played playoff just now...
What's that mean?

there are 16 divisions 3...so the best 4 teams placed on the first position in these divisions will promote directly and the other ones by playing playoffs

Only 4 teams from 1st placed teams have a promotion (with the most points) have a promotion automaticcaly. Other 12 teams play play off matches (with the teams from secon league). geniuskiller is amoung this teams.

So..
Only the first place will have the chance to promote...
