Nope, its higher seed vs lower seed. I think the highest seed will vs the lowest team, the second best vs the second worst and so on...

It's not random. The random parts come in later. Top half vs lower half. Randomise the oppositions.

"In each round the teams will be allocated into two baskets according to their seeding based on their previous year's league position, with the 1st basket containing the "strongest" 50% of teams, and the 2nd containing the "weakest" 50%. Once this is done, the pairings will then be random - i.e. any team from the 1st basket could play any team from the 2nd basket. " - sokker rules.

It's top half vs lower half. Just that it comes to the later part, it is a bit too hard to see. It depends on luck. Imagine being the bottom of the top half being drawn with the top of the second half. Lol.
