Cause like us they don`t know nothing...we should ask to the developers...but i think they`ll say nothing :)
it is said that the NT players get 100% training in the week they play both oficial game at the club and in NT. So, they might tought that if you have 3 x unearthy, you can have NT training for all you're players, but that will cost you a lot !
Anyway, i have a friend who's training MIDS, and he has 3 x brilliant SC. he bought last season a couple of young players, with 4 talent. 2 of the players poped in 4 weeks 5 times: 2 times at passing, 1 at tech and 1 at PM. he also said that when he had 2x formidable + 1 excellent, the pop was slower !

well, if you aren`t a magician you too :)
The random apport to the skills isn`t uniform..each week is given to some skills and not all in a random way..moreover you have to add the increase in talent as a cause of the increase in skill and age..
I think that to notice a little delay you must be a magician..
Usually i can predict random pops up with an error of about 3-4 weeks..but if they pops up earlier or later i don`t call it delay..i simply call it random!

About every aspect of sokker is a mathematical model based on random numbers generators!
A random number generator is a function based on an algorithm that create in a random way a number between 0 and 1 each time different (for each time in this case we can consider a week).
Now you have to add the increase of the talent as a cause of skills up and age up..these are casualities a bit more easy to predict..(greg knowing the code could learn them) but still impossible to learn exactly for us!
To try to notice a delay (however with errors) you should create a really complex mathematical stocastic model..and i assure you that is really hard :)
