I'd balance out his technique first and get it nearer the level of his pace and striking. Then you can take your pick or pace, technique or striking.

Always train pace first as long as you have more trainees to benefit from it- it trains faster the younger the player is. If you need to get your squad sorted first for pace training then technique looks a good bet to start with.
