Too time wasted in his training plans until now. Even if this player should be near level 18 Striker, there are some limits to become eligible for NT in the future.

He should be trained in Tech to level 17 until 29yo, then in Pace until level 15. I will propose that to next owner.

Being at the start of the season, it's his last chance to begin an NT's suitable training plan.
