click on the team that you want to play against, click on their matches link, if they don't have a match next week, then there will be a link that says "Propose a friendly match". Click on that, and they will have the option to agree to the friendly.
And it's a good question, it's one of those things that should be easier, but once you've done it a couple of times, you get used to it.
You can also apply to join a friendly league by clicking on England, then any of the leagues in the list at the bottom of the page.

It is also much easier to check the adverts already out there for friendlies, and invite all of them as opposed to finding an individual team and challenging them.
Go to Vilpu's first link and put a proposal out for an away match (you will get more revenue at this stage at someone else's stadium).
