As you are in the lowest series you cannot relegate.
To promote, you must at least win your league. If you win all your games, you'll promote without having to play a "qualifier" (rough guide) or play off match.
If you win your league with less points, you will play a team from the Series above. If you win that game you will replace that team.

Why can't we just give extracts from the rules? It explains it perfectly.
Every league winner has a chance to promote.
The best 25% of league winners (based on points, goals etc) will automatically promote. Likewise the worst performing 25% of positions 5-8 in the leagues above will automatically relegate.
The other 75% of league winners will play a qualification match against the remaining 75% of 5-8 positioned teams from the leagues above. Qualification winners get to promote/stay in the higher league.

If all league winners won their matches it would come down to goal difference. If that were the same I imagine it would be random or based on team IDs. The chances of that all happening is pretty slim.
You asked me to explain it without taking anything from the rules, so i give it to you in layman's terms and then you quote something from the rules? :o|
