some person in our school is trying to block ip adress. do you have any ideas how to stop him apart from adminastrator contact, which i have already done

Plus i turned of, locked the internet, reset and switched of his pc about thirty times

If the domain name is blocked, the admins will most likely block the ip address if told.
Not much you can do about it.
