is anyone aloud to make a friendly league and how because every one i have tried is either inactve already active and isn't a friendly league anymore.

only PLUS user can create a friendly league... but anyone can join one as long as the creator hasnt close the registration, it seems you've been unlucky to found one so far... look at the friendly thread in the international forum maybe...
