I've read the rules and it says that the general appraisal for the assistant coach is all that matters. What I'm wondering though is, if I'm training Pace for example and I see 2 Excellent coaches, one of them with Formidable Pace and one with Outstanding Pace, is it best to get the one with outstanding so it gives more of a bonus as it's one rank higher or does it not work like that?

No. It is true that the general appraisal is all that is needed for your assistants. This usually means get the lowest waged blokes that still fall into the level you require will have some duff skills somewhere. A lot of teams use assistants and head coach that are all about the same but with different skills at Unearthly so they can swap head coach as training demands without having a colossal wage bill.
No problem.
Just for anyone else out there that is taking a peek, I think I have enough evidence to suggest that having an Unearthly youth coach seems to get you more lower talented youth pulls. I weed out anything that has a talent over 4 and have done ever since starting the game. The percentage change of getting juniors that stay has gone up a lot since my Ubercoach joined. From an average of 3.1 a week getting dumped with a Formidable YC to a current 0.8 with the main man in charge.
Has anyone else noticed such things?

since a player who pops with a formidable pops at 5 would pop (by my rule of thumb) at 4 with an unearthly then yes you get more sub 4 players - they are no more talented though
don't I know it! ;-)
I take solace in the fact that over a long term I should sell them for a greater average, but so far I seem to be sacking a lot more kids that don't sell after graduation. I am putting that down to more selective buyers rather than the kids are worse than they used to be...
