There are 3 types of training. Main, passive and general.
Main Training
is the type you set for a particular order in the training setting. It is trained most proficiently by players with a certain order (GK,DEF,MID,ATT) and a particular skill. (a skill is one of the 8 attributes pace, technique, passing etc)
Passive Training
The skill you select to train for particular orders often trains faster in other orders also. Not near as fast as main training. This skill trains at different speeds depending on the type of training, and the order of the player getting passive training
General Training
General training is the training of every skill a player receives. If you are training passing. Players can still increase in other skills (other than GK skill, only GK increases in this)
Differences in speeds of training of different skills.
Different skills train at different speeds.
Stamina trains the quickest and is independant of gametime.
Pace trains ~25% slower than most
Playmaking, Passing trains 10% quicker than most
others are said to train at the same speed approx

Ok if you have any german. or even a lot of it is easy understand anyway. they have been doing a topic for ~3 years as of this post tracking player training times.

GENERAL TRAINING (unfocused on skills)
Here is a copy of current estimate of how long it takes general training for a player in terms of %.
so if you have a player pop in general training in 20 weeks from verygood (9) to excellent (10)
the time it takes from excellent (10) to formiddable (11) is
206 x 20 = 21.5 weeks
192 x
Head coach will not affect these %. they will only affect the number of weeks it takes from one pop to the next. so in the example above. the 20 week pop would take maybe 30 weeks where the head coach has excellent in that skills instead of unearthly
Pace training
Pace training takes longer than all other trainings. by what %
well it depends on the age of the player. here is the difference in % depending on age
as you can see the time it takes gets longer as the player gets older, so its a much better idea to train the player in pace when they are younger.
Training time increase due to age
training is also dependant on the age of a player. trianing a 18 year old will yield much faster results than a 22 year olds of the same skills
we see here that training takes a while longer based on a 16 year olds pops.
so if you train a 16 year olds vs a 25 year old. chances are its going to take 2 times longer for the 25 year old to increase the same amount as the 16 year old.
hence training until ~24 years old makes sense mainly.
lastly but not least there is a comparison of Technique (red), Passing(chartreuse) and pace(blue) at max talents for youths and how long it takes to increase a level.
from this you can see passing is the quickest trained skills of them all - and then pace.

Tech trains slower than passing? Hmm. It's specifically mentioned in the rules that pace trains slower than everything else but there's no mention of any other disbalance. I'm not convinced by that. As for everything else, waste of 3 years work as it's all stuff we already knew.
im basically just adding stuff to it.
longterm i think they want a comparison of hwo much age affects training speeds etc...
im just finding comparisons on passive vs general training there now
