You've never been on a stadium...? All places are sold, the thing is that in the bottom of the stand there is more than 1 man/1 place because there are people standing, singing.

you posted only the away fans part of the stadium, there are vacant spaces between home and away fans just because of security restrictions...it's like that in lots of stadiums in italy

same in Poland, so called buffor sectors.
