The nice thing about keeping it simple is that each country can get the same ammount of extra players. I think it should not be based on size of countries. And if it is based on size of country, youth of the largest countries should appear a lot less in other countries as youth from small countries.
The idea is to help small(er) countries to get more players, without the need of 100+ active managers.

Why? You do want a top youth player from Indonesia but not from Argentina?
I wasn't being serious.
But I now definitely don't like this idea. There are many Polish players in England and many of those could theoretically select Polish youngsters instead of English youngsters. Our England NT is already struggling for lack of players so any possible further dilution to that I would be dead against.

I also think the origional idea in post 1 is a terriblle idea and confusing at the same time.
