Rubbish teams that get promoted shouldn't be penalised.
20% difference is a lot. And that is from average. It not hard to avoid being a punching bag.
And not to mention, what if somebody simply forgot to change their friendly lineup or simply wasn't able to?
That is a Sokker issue. Sokker must have "first squad" and "second squad" lineups, which would automatically load for Sunday/Wednesday matches.

so it is part game, we must to be better like other.. but is difficult play when oponent play only 12 match and other 14 :)

Injuries is one of main reason safe tactics used so for me they need adjustments since they are pure random

That still isn't fair and not very realistic.
A newly promoted team can be miles inferior to the division they have promoted up into.
For example, a L3 English team could easily win their division with around a 30 average.
The average rating in L2 must be around 50 at least. Even having to be within 20% of that would be an impossibility.
Not to mention, in RL a newly promoted team wouldn't lose fans with a few initial defeats given the fans are still delighted that they got promoted in the first place.

This is not about underdogs losing, this is about two teams close in ranking playing 15-0 or something.
You are right about the averages, that example proves it, differences between leagues are huge. If the number is 60%, then those teams from 3rd division could play in the 2nd without penalty, but 60% is pointless. Bad idea from me forget it :)

it has actually cause even in official games do not makes sense to risk your team if it will not affect final standings ...
Let's just agree that there should be big drop in number of supporters when you lose with a huge goal dif vs team of equal ranking.

You can do with it as you like, as long as you don't sell rubbish players for millions, that is cheating.

-1 for me cause of the impossibility to put your best team in a cupmatch without losing training for your younger trainees and therefor need to set a b-team in the league...
I see what you want to prevent, but for that to be a good feature, lots of other things needs to be adjusted...

main thing that they give H2H against two teams with same points....that is really reasonable...
for other things you can't really control what team does some manager in some game puts....there is human factor and you cant control that...but some fans mood and number loss maybe would give some encouragement to play fair...
but, i guess, for those managers that sell their team in the middle of the season, they don't really care what penalties do they get....
