Wow, then that is clearly an urgent change. They can just use % of successful conversions in international football, add in some conditions with regards to striking skills of striker and goalkeeping skills of goalkeeper. Even if it's 15%-20% less than actual international conversions, it's fine enough.

IRL 75% penalties are scored, on sokker it's the opposite.

I think overall penalties should not be given so many in games if given to be with high rate then makes cause sometimes penalty is given for no reason maybe challenge from behind for sure so only then other wise random will be tolerated for final scores
