You can relate it to players who play 1 match, 2 matches or no matches...
no matches, stamina goes down as will form...
1 match, Stamina stays the same, form "can" go up or down slightly
2 matches, Stamina "can" go up or stays the same, Form goes up slightly
But you can train Stamina AND form in 1 training, were Stamina WILL go up, form might go up random between 0 and 2 points

I think that dev should increase max levels for older players, so they have a chance to play in NT. Thus, a 20-year-old, could have a maximum of outstanding in any skill but no minimum, part of the fun is that you do not control youth training, you just watch it.
