Ranking is used for cup seeding, and also the possibility to use the ranking system for such things as intercontinental seeding when in bigger scale then just CC, and that plus and non plus should have same ranking system also concludes, that this is a bug.
with double post a big forum becomes even bigger :-)

admins do not mange forums mostly is part of mods job so i assume there are few assigned for this forum

NOT ALL, but many do! ;-) And they have more options and influence on people as mods do...
Mods main concerns is the welfare of the forum, admins have a more complex job, in which forums are a sidepart of the job...

well i was admin for several years so i know .. when few mods are assign to specific forum admins do not interfere unless mod oversteps his rights
in the end, admin or mods, this forum is not manage.
This community is involved in proposing changes for months and the result looks like 10 years of proposals in the good old "bugs/ideas" forum, just in few months.
1. Many of consensual topics, ideas, are lost in space. (lost under 250+ topics)
2. Devs feedbacks r rare and the result is poor : accepted ideas are 6 topics / 250+
3. Most of futur changes (devs announcements ) never comes from this community.
In the end there's only one question left : Is this forum really useful ?

And then there is the majority who doesn't care or even doesn't realise about all changes.
So that means approved changes must be a certain positive influence for as much people as possible. That's why for now, only a few topics were approved to be implemented in time.
If devs should approve or decline too soon, it might change the core about the game too much. Also, approved topics cannot be taken back if in the end it doesn't seem the smartest move for the development of the game. It would mean loss of credibility of the devs.
And the biggest point is that devs read ALL topics and posts in this forum. But they have a very tight scedule in taking care of the core issues first. I'm sure there might be lots of ideas which still might be considered once the core of the game is taken care of and everything is working properly. Taking too much on your sandwich always results in spilling. Let this be the thing devs want to prevent from happening.
