Subject: promoti0n quere

can someone plese tell me why have been i not promoted to higher league since last 4 seasons although i had finished 3 times in top 4 and one time at 5 and in this season i had topped the league but i still find myself in 3 division NFL 16

Only when you finish first in the 3rd. Division you can make a promotion. This season you managed that for the first time.
The best 4 teams from the 16 champions qualify for direct promotion. Your team will play 2nd Division next season, next Monday (after the play-off matches of the other 12 champions) the new leagues will be visible.
