i know this thing shoudnt be posted here but i dont find any suitable place for this

my question is that is there any explaination why we have 1 team each in junior division 2 and 3 when junior national leage also have only 5 teams

as i dont have any junior league match since last 4 weeks and i am unable to find any explanation for it
