It's very hard to judge real talent in junior school. I'd say it's impossible.
You can only base on general tendency, wchich is very difficult when junior is in academy only for few weeks.
Let's say junior is starting from level 5 and after 10 weeks he is on 9 level. You can assumpt that 4 levels in 10 weeks = 2,5 so junior is tallented. But it is still an approximation only.
You can be absolutely sure about real talent after few trainings in senior team only.

You need coaches on thursday to training uptade only in fact. You can wait untill thursday's training is done and fire old coach then.

So in the international forum, I came to know that to estimate the total skills of a junior, we have to multiply his skill level in the junior school by 3 and distribute it across all the 8 skill levels. For example, if a youth player comes out as very good, it will be 9*3 = 27 and thus he will have a total of 27 skill points. Is that true though?

Remember that junior overall skill is a coach's approximation only. When you promoting junior from academy, his sum of skills reveal real level of general skill at this moment.
But his real talent still must be determined by training in senior team.
