Ok, now you talk about an interesting argument :)
In your case it looks not possible to train youngsters in U21.

But I think you must be very lucky to get a U21 player you can train.
In your country there are 112 managers ( let say around 2/3 has a youth school) with around 5 youth pulls a season I think.
So only around 20 of the ( 5x 70 managers=) 350 youths players can play in U21 each season.

But must say you were a bit unlucky,
Do you screen the youth school every week?
Some cleaning of bad players can help I discovered.

Your calculations are worthless.

1. Deleted (from a non-active / bot teams) and sacked players don't appear in the statistics.
2. Ex-junior fee (a huge part of YS income.) is not counted in statistics too.

This argument is senseless. These juniors were trained instead of other players you had to buy.
Also, on many occasions, "fresh" youths are sold for a way more than juniors trained for a season or two.

As per your calculation. If he gets also 5 players per season, then the number gets back down to 70, to one of his players to get to the U21.
Venezuela's U21 has 34 players, so the chance should be (34/70)*100 ~= 50%.
So in theory he has pretty high chance of his players getting to U21.

The calculation is more complex thou as you cannot pull 21yo player from the youth school and most of the U21 players would be 21yo.

But anyway, i am on the "team" that thinks that the juniors are mostly worthless.
I pulled two 19yo juniors today, one of them formidable, second one solid. Both of them had sumskill 31 :-). And i play the Junior league :-P.

Not to mention that i am one of the longest playing coaches in sokker and never pulled unearthly junior in the whole history of the existence of my team. Maybe 2 or 3 magicals. While others have "more luck" than i have.

So yes, there is something rotten in the youth school.
Bothers me more than the injuries people keep complaining about.

That is a very good point, my case is the same. I try to improve and invest as much as I can in the youth academy and it is not rewarded, on one occasion I had 30 youth academy for 2-3 seasons and I had no luck.

Hopefully this change that is coming, be more considerate and reward those who bet on the youth academy. (time and money)

1. Deleted . I take all and only players in stats (and the right period) because that's only the data we have. It's much more accurate than other speculation base on nothing, like you did.

2. Ex-junior fee. Really ? 5% tax when you sell your own player or fee (receive 5% back under 23y) ? :-D Which one s win. Tranfer price is a much more important than +5%fee or -5% tax here or here..

3. These juniors were trained instead of other players you had to buy.

But, In reverse, you should buy 'other players' on the market at the same price value of the same juniors, right? But those prices are not the same when you sell those players after x seasons of training in your club. right? So the initial value of a junior is the price before training in a club. if not, It distorts the selling price in the stats page and that's why we should add club training cost into Y.S balance.

Off course, Ideally, you should only count what goes directly in and out of the Y.S,.

Like I said before.
I've had 5 magical youth pulls within the existence of my club.
And 4 out of 5 had average or lower pace AND technique...
My best pull ever was an incredible youth player.
I recently sold him for 12.5M at age 24
If I would've sold him right away, I would've got 4M MAX!
Talent is what made him great.

That's also what i said about 'real' Y.S transfer incomes, because many managers like @Tetrik have a strange way of doing their accounts with youth school.

Total gain from Y.S is 4M€, not 12.5M€, because we can buy the same player on the market at 4M€ , training him 5-6 seasons, without the need of any Y.S at all.

I wanted to clarify your point with a personal experience...
Still I feel the YS income should be calculated on all accounts made from own youth players!
So my sell for 12.5M should still be calculated within the youth income.
Though I understand it's a wrong picture of the value I got from the youth school itself, I still believe the right part to calculate this would be the YS, cause that's the origin of the player!
Players bought from the market should be calculated within market revenue.

Imo, the economy should have 5 mayor subdivisions!

1) Youth. This should cover all income and expenses that are generated or made possible for and through the Youth Academy
2) Market. This should cover all income and expenses over buying and selling players and staff, not originated from your youth school!
3) Stadium. This should cover all income and expenses on facilities maintenance, expanses and ticket revenue (and maybe in a possible future, catering and VIP lounge)
4) Wages. Imo...all expenses on wages for players and staff + a new feature called NT coverage in which a club can regain a part of expenses for a player's wage, for playing for the NT - U21 team!
5) Marketing. This should be a new feature, covering sponsorships, promo tours, TV coverage, school and licences, fan shop and Fan club subscriptions.

The possibilities are nearly endless here!
This is a mayor part on which Sokker could gain interest of new managers!
With a good stadium, club house, office and training grounds viewer, you can achieve a far bigger immersive affinity towards the game!
The 3D viewer should start of with an introduction video to the match, viewing the players entering the stadium, a sky view of the stadium and so on, while loading the line up. Maybe it's too much for a browser game, but in the end, you just want to be entertained as much as possible, right :-)

i still never pulled above 14 level i hope finally this season to pull magical this season .
i also think unearthly coaches are overrated never had one and i doubt i will look for any soon
But im super happy of my school its essential for my goal to make nt players for my country.
Screening matters you need to clean periodically crap talents and "oldies" with limits of max 10 on skills i never keep 20y despite chances to get even magical. Very rare keep 19y mostly to have 11 players to play in the youth league even 18y toward end of season are worthless
always keep 6 slots open :)
Some times is better to pull 16y or 17y with proved talent and train him in men squad and sell in year thank keeping same player in youth ...

Very good advices.

But we should take care about "talent"...
We can't calculate talent with accuracy under 9+ weeks of data level statistic. And level data are more accurate during time, when a junior play few games. Many juniors are overestimated or underestimated by the main coach each weeks.

I feel your pain. We all have our own personal goals and priorities within the game. Mine is specifically to train strikers, and if I could, I would only train my own youths, but yeah... Once I went around 12-13 seasons in a row with full academy, always 6 free slots - but absolutely no striking talent at all :p And, mind you, even though I love seeing my players enter the NT, this is by no means a requirement for me, so the bar is not even that high.

Still, it is possible, but luck, skill and a lot of patience can be needed for your wish to come true. However, I also think as BlueZero said that something is rotten in the academy and needs fixing. Luck is of course a necessary factor in the game like this, but I think the balance needs to be improved, so managers won't have this feeling of being cursed. I would also love if the devs let managers have the possibility to make more informed decisions in the academy, so the resulting juniors be a little less of a lottery ticket and more the result of the manager's vision for the squad.
