There's always a chance, form goes up or remains on level, even for players without GT...
But they are somewhat comparable with a youth player coming out of the youth school with max talent and great skill distribution.
Maybe Mikoos can run a form comparison with all bot players and give an average form, which will give us a more conclusive answer...

pace do not have value in old system vs other skills. I mean that pace will have better value in new system.

I have 5 players that don't play, their forms are 0, 0, 0, 3 and 4. The one with 3 form didn't play in more than a year, his form is usually 0-2, sometimes he makes a 3-point jump.

I think that form all players change within -3/+3 range, but the probability distribution is different for players that receive training and for players who don't. We can see in the injury update that the max length is the same, but the average length is reduced (at least they say so), so sokker random is not just a simple random, devs can manipulate the distribution. Also, it might be the case that the quality of training affects form, more matches, more max trainings, maybe that explains better form in Terrion's graph for this season.

People are mentioning 3 but look in my team theres 3 x minus 4, one has done it twice i think in a week [8] if not him tomori did the 2 weeks before [8]

This is utterley obsurd , this will have repercussions

There's no balance either for my side all i see is players going down in form

+/-4 might be an effect of form being updated twice a week while the visible update probably just refers to previous week start/end

Although, I don't know how much form can change in a single update, so I might be mistaken

INJURIES

Due to the increased intensity of matches calendar, the following changes will be introduced:
- injury proneness of players will be reduced,
- average duration of injuries will also be reduced.
An additional change in the matter of National Team games is also being considered. More details soon.
