I think achmid has some good points. I'm not a big fan of the merging idea though.
I know the problem from IFM. When user numbers started to decline, the teams where replaced by bots. These bots had very low fanclub numbers, what ruined the income of the leagues. The problem is even greater in IFM, because all the bots get replaced with new bots everytime a new season starts. So they constantly have the lowest level of fanclub members.
It was impossible to pay the wages from the players I trained. The only solution was to fire all of them, replace them with cheap ones and stop training them. That of course contradicts the purpose of the game.
From my point of view the solution in sokker and IFM would be to raise the number of fanclub members for bots and new users. The number probably should increase with the league level. That should make life much easier for users from smaller countries, lower leagues and new users.

Can you train players 50% without them playing? it looks that way?

The main hypothesis is that since it was previously scheduled for Saturday (u21 games ended at Friday) they simply forgot to change the schedule for new one, where games are at Saturday
So theoretically the next round of u21 would be drawn at next Saturday, they will probably fix it though when they see it
