It could be that first two or three weeks of season, players only can call for their born nationality. After two or three weeks, players can call for the second nationality. If the NT manager want that player for their team, the player will only be available the next season.

Let's say that 6 new players arrives once every 6 weeks, that is approximately 2,5 times each season per team with YS.
with a 30% possibility the outcome would be around something less then 1 "international" player per team per season.
Lets go to 1, for margin's sake.
In a country like Poland you will have around 3000 international player per season, in Italy 800, in Nederland 100.
Given the odds to have a "more than decent" young player (maybe 1 out of 10 entries, but I think I'm pretty generous), you will have 300 international player in Poland, 80 in Italy, 10 in Nederland per season.
with a 15% possibility the outcome would be halved.
It depends mainly on what one may think it would be a right amount.
Nonetheless, the idea is not bad.
It would help the NT with very few players to be a little more competitive, but I would still save the main access of the managers of those nations to their national teams.

No, it only apply for players in "absolute NT", because every player have to play in "x" country "x" quantity of time for get the second nationality.

what happens if the first country has a strong NT and does not call him? The player has still the obligation to play with his first national team?
If yes, you cannot call him for any NT.
If not, you fall in the case of the excess of international players produced.

No, because the play is free, and he can play with the other country if the manager call him.
An example:
"Andrew Kirinski" born in Polska, but he was bought for a Mexican team with 18 years old.
Kirinski have played in Mexico for 8 years and get their second nationality. So, Kirinski has two nationalities polish (place where he borned) and mexican (place where he played for 8 years).

some good juniors are sold for low price, later forgotten, then they rise with training. They are probably bought by big nation so by this logic they switch to that nation. So he swith nations, still not good for Polska but also lost chance to play for original nation like Bosnia where he is one of top players

You will forgive me if I play the part of the devil's advocate, but is better to clarify the aspects of the proposal
let's say that Kirinski become a strong NT player in a Mexican team, but his first nationality is still polish.
in this way the polish NT is simply externalizing the training and experience of a strong player to Mexico, and given that the polish NT has the precedence to call him (0-4 week) will always call him first. At the end of the story if Mexico will lose a potential NT player after years of training to the benefit of an already strong NT as Poland.
The system would help minor NT only if the players does not become champions for stronger NT.
But if they become champions the system fails to help minor NT, it will help instead major NT to develop a stronger team.
So, if I have well understood, it is more likely to work with average player for weak NT, rather than strong player for average NT, because stronger player will anyway end up in their first nationality team.
The general outcome would be that weak NT will catch up with average NT, but average NT will not catch up with strong NT, that will possibly become even stronger.

There are many country without user and there aren't young's school for National, then for me is a good idea training new team in new country.
Another solution (that could improve many others too) : The ability to get and manage one more (or plus...) teams , and in any countries that we want. See also topic. Faster (page 2)

Details should be very well determined.
1) First of all, freedom of searching should be brought to the national team users.
If I am the Türkiye national team coach, I should be able to see all Turkish players in the world.
(Like the transfer department, the national team player search section can also be made. U21 coaches only see players under the age of 22)
National team coaches in order not to give advantage to their personal teams, players are visible.
If I am the Türkiye national team coach, all Turkish players on my personal team (Sosrikua) should be visible to everyone.
2) 3 seasons for U21 players, 8 seasons for national players must have rule.
The goal here is not to create the second Polish national team (or România,Italia),that the player you really work for can be national.
3) The player can only play in one u21 and one national team.
These two countries may differ from each other.
Official match is mandatory to join the national team.
4) The player between the ages of 22 and 27 cannot be selected to another national team.
For large countries like Poland, the chances of losing the stars of the future will disappear.
5) Meanwhile, national players should not be a problem for clubs (player injury).
If the player is on your team for one season, the week he played in the national team, let the player pay the salary by the national team. Teams that make sacrifices and train players for this national team are supported.
Such arrangements can be made to connect countries with few users and to increase competition for the national team.

+1 for random countries in young school (said 20% 30% foreigners ) so Poland can provide more players in all countries :)
